A Q&A forum can be limited to either a specific audience, through invitation only, or by email domain, or both, as defined by the advanced participation rules which is configurable in the Project Settings space in the Administrator panel. So, for example, you could create a list for a specific project, and invite all people in your database with a *.gov email address. You could also invite people by name, or groups of people. All is possible. These settings can also be saved as a custom group for later parsing out and personalized communication through EngagementHQ's email messaging system.
